Vehicle/Golf Carts/Traffic/Parking Policy
Approved September 5, 2006
Central Florida Camps: All Central Florida Camps (Winn-Dixie Scout Reservation: Camp La-No-Che; Camp Rybolt; Camp COPE & Camp Pooh Bear) and Camp Mitchell are covered under this policy.
Why: The Council covers 7 counties in Central Florida and roughly a membership of 55,000 youth, over 10,000 adult leaders and their families. Therefore, a Vehicle/Golf Cart/Traffic/Parking policy is needed for the Central Florida Camps to help protect the safety of our members and our precious environmental resources. The Boy Scouts of America are leaders in youth development and the protection of our conservation areas. We lead our youth in the philosophy of Leave No Trace and we need to be an example of Leave No Trace at our Council Camps.
Who: The Vehicle/Golf Carts/Traffic/Parking Policy are developed by the Council Executive Board and under the leadership of the Physical Resource Committee who also consults the Camp Program Committee in the formation of this policy. The policy is enacted at the Central Florida Camps by the Director of Camps & Properties with the assistance of the Camp Office, Camp Rangers, Camp Masters, the Council leadership (Volunteers & Professionals) and youth members.
When: The Vehicle/Golf Carts/Traffic/Parking Policy covers all the Central Florida Camps throughout the year at all Council Camping Events.
What:
• Vehicles: Policy will cover all vehicles on the camp property. The Vehicle policy will take in consideration their usage, speed, parking and safety to our BSA membership in camp.
• Golf Carts: Golf Cart Policy needs to consider the usage, areas of least impact to the environment, who can operate, speed, safety, parking and limiting the amount of golf carts in camp.
• Traffic: Where will our vehicles and golf carts operate to preserve our environment and under the Leave No Trace guidelines. Where are the roads and the ongoing maintenance of these roads? Also, speed limits are to be considered to enhance the safety of all our BSA members.
• Parking: Parking areas are approved by the Physical Resource Committee and according to our Master Site Plan. Parking must be limited in the campsite areas to maintain traffic patterns and provide access to Emergency Vehicles. Parking Lots are limited to areas approved by our Master Site Plan and to protect our camp environment, therefore please assist with parking in only designated parking lots according to check in staff information.
• Handicap Accessibility Issues: All policies will cover handicap accessibility.

Vehicle Policies
Welcome to the Central Florida Council Camp and we want your stay to be a pleasant and safe experience. This vehicle policy is to provide safety information and to live by the Scout Law to reduce our impact on the Council Camp resources. Thank you for your assistance by following this Vehicle Policy.

VEHICLE POLICY:


1. Must have proper state drivers license, vehicle is properly licensed and insured.
2. You are allowed to drive back to your campsite, unload your vehicle and then move your vehicle to the designated main camp parking.
3. Speed Limit is 10 mph.
4. Please help us by staying on the main roads and please do not make new paths or roads.
5. Please park only in the designated main camp parking areas at camp entrance on Boy Scout Road or as instructed by the Camp Program Check In staff.
6. No parking in the campsites allowed except for State of Florida Handicapped permits (please see below for Handicap Accessibility policies).
7. Please reduce your vehicle usage after parking in the Camp Main Parking to lower our impact on camp environmental resources and assist with safety for our BSA members walking.
8. No vehicle driving or parking allowed in the gated Camp La-No-Che Downtown Camp area. This is a walking area and a sensitive environment conservation area. Please help us to maintain this conservation area for the future use of our BSA Scouting families.
9. Please follow the instructions of the Camp Masters, Camp Staff, Camp Rangers and your Unit leadership on these Vehicle Policies.


HANDICAPPED ACCESSIBILITY: (Must have State of Florida Handicap Sticker)


1. You are allowed to drive back to your campsite to unload your vehicle and then park at the campsite. If campsite parking is not available, please contact the Camp Masters, Camp Staff or Program Staff who will assist you.
2. When you are going between your campsite and the Downtown Camp/Program areas, please use the main roads and park in the handicapped marked parking spots in the Main Parking Area or the Rotary Lodge Parking.
3. Please contact the Camp Masters, Camp Staff or Program Staff to ask for assistance of Camp Masters for golf cart transportation between program areas and the main parking areas. You will set up pre-requested times for pick ups or if cell phone is available, please call the camp master for transportation assistance. Please notify Check in staff, Program Staff or main camp office to set up the assistance.
4. You may bring your own golf cart for assistance with your transportation, but please follow the Golf Cart policy for Handicap Accessibility to the Downtown Camp/Program areas.

Golf Cart Policies
Golf Carts are important for usage on transportation between campsites and program areas for ease of mobility or handicap accessibility. The Golf Cart greatly assists, but we need to remember the impact on our camp conservation area and the safety of our BSA membership. Therefore, we need to set up policies to control them. GOLF CART POLICY:

1. Golf Carts are to be used only on main roads between campsites and program areas for mobility issues only. Please do not use a Golf Cart unless you need it for mobility issues or handicap accessibility. We want to emphasize the Leave No Trace philosophy and help to protect our sensitive conservation areas of all Central Florida Council Camp Properties.
2. No golf carts allowed in Conservation Area of the Downtown Camp Area unless proper camp permit on golf cart obtained from Camp Office for Handicapped Accessibility or Camp Staff.
3. Golf Cart parking is to be in the main parking areas, along the main roads in a non-grassy area and out of sight. We want to keep the Golf Carts as much as possible under the theme of Leave No Trace which means out of sight out of mind. Please help us by following this policy all around camp.
4. Please no driving Golf Carts on any grass areas unless it is at the utmost importance due to handicapped accessibility issues.
5. No knobby tires allowed on golf carts!
6. Must be at least 18 years old to drive golf carts on the Central Florida Council Camp properties
7. No driving Golf Carts after dark unless properly lighted with a headlight.
8. Please remember to control your speed at a slower pace especially when in a high pedestrian walking area.
9. Absolutely no overloading of the golf cart, please follow the golf manufactures guidelines for passengers.
10. Golf Carts must be in good operating condition or Central Florida Council Camp Management will deny the usage of your golf cart on Council Property.
11. Please follow all instruction provided by the Camp Masters, Camp Staff, Camp Rangers or your Unit Leadership on these Golf Cart Policies.


GOLF CART USAGE FOR PERMITTED HANDICAPPED ACCESSIBILITY:


1. The Central Florida Council BSA does not provide Golf Carts. If you are handicapped and do not have golf cart, please contact the Camp Office or Program Staff for further assistance.
2. If you bring your own Golf Cart for Handicapped Accessibility, please pick up a permit card to be able to drive through out the camp following the Golf Cart Policy above.

These standard operation procedures for Vehicle/Golf Carts/Traffic/Parking are guidelines for the Camp Staff, Camp Masters, Council Leaders (Volunteers & Professionals) and guest. These procedures are set up and approved by the Physical Resource Committee and Camp Programs Committee. They are important to the camp for member safety and to reduce our impact on the Central Florida camps.

Vehicle/Golf Carts/Traffic/Parking SOP
1. Camp Staff, Camp Masters and Council Leadership (Volunteers & Professionals) are asked to enforce the Vehicle Policy, Golf Cart Policy and these SOP.
2. All vehicle and golf cart traffic is to remain on the main camp roads except for only necessary golf cart traffic in the Downtown Camp area for handicapped accessibility and camp staff work. These golf carts should be tagged for permit to access these sensitive areas of camp.
3. If Golf Carts/Vehicles are in the downtown camp area, they should refrain from driving on the grass as much as possible. If any driving is needed on grass, then different paths should be taken to reduce impact on the grass.
4. No parking allowed in the Downtown Camp Area, behind the W.T. Bland Dining Hall or the area between the W.T. Blanding Dining Hall, Rotary Lodge and OA Museum. All parking should be in the main parking area, Rotary Lodge Parking or designated parking areas for overflow as set by the Director of Camps & Properties.
5. Golf Cart parking is not on grass or in sight of events. Golf Carts should be parked in non-grassy areas along main roads out of sight out of mind.
6. Food Service staff will park in pre-set area on road behind the Dining Hall and Trading Post staff will park in the area behind Trading Post. All other staff will park in one of the camp parking areas. The Health Officer may park on road behind the Health Lodge.
7. All gates to the Downtown Camp area are to remain closed at all times. If delivery is necessary, then camp staff will assist with access for the delivery.
8. Campsite parking is only for Handicapped permitted parking and all others will park in the main camp parking areas.
9. Camp Staff will work on reducing impact of our camps by reducing paths and following these procedures.
